The most recent Statement of Changes to the Immigration Rules published on 14th October 2025 contained a substantial number of changes, particularly to the suitability rules as explained in detail in our blog. Additional changes were also outlined which affect workers and their sponsors. These changes are due to take effect in the coming months.
English Language Threshold to Increase
For new applicants to the majority of work routes, the English language skill level for initial applications will increase. This will affect initial applications which are made on or after 8th January 2026.
Those who are applying for an initial visa on the Skilled Worker route, as a High Potential Individual, or for a Scale-up visa, will now require to pass, and provide evidence of having passed, a Home Office approved English language test at minimum level B2 of the Common European Framework of Reference for Languages (CEFR), should they not be able to meet the English language requirement in one of the alternative ways. The Home Office has confirmed those who are applying to extend their leave on one of the above routes will continue to only require passing their English language test at level B1 CEFR.
Additionally, the Home Office is increasing the immigration skills charge, an impact that will see fees directly increased for sponsors. The immigration skills charge will increase by 32% from 16th December 2025. The immigration skills charge is payable by the sponsor for the majority of Skilled Worker and the Global Mobility - Senior or Specialist Worker visas, with certain occupations being exempt from the charge. The amount payable is determined by the size and status of the sponsor’s organisation and the length of visa the worker is applying for. These are broken down below:

The increase will be payable by the sponsoring employer for all Certificates of Sponsorship assigned on or after 16th December 2025.
